New Number and joining SCCA

Hey all, I have a friend who would like to get into the sport. He is not an SCCA member just eyt. Can he come down to the X-cross on Sunday and get a SCCA membership and local SD solo2 number at the same time?
Can this be done anytime that day? I ask because we have to work this weekend and the workday starts at 8 am till about 12 or 1pm. So I was hoping to send him down either at 7:30 am or in the aftenoon.

He can get an SCCA membership and a Solo-2 number on Sunday.

If he buys the SCCA membership, he gets $10 off the price of the Solo-2 card.
